Saudi Arabia’s WTO Representative Elected Chair of Dispute Settlement Body

In a significant development, Saudi Arabia’s permanent representative to the World Trade Organization (WTO), Saqer Al-Moqbel, has been appointed as the chair of the entity’s Dispute Settlement Body (DSB) for the term spanning 2024-2025.

Al-Moqbel’s appointment, made unanimously by the WTO’s General Council during its recent meeting on March 22, underscores Saudi Arabia’s growing prominence and leadership within the global trade arena.

The DSB holds a pivotal role in addressing issues referred by WTO members concerning their commitments under the organization’s agreements. It also resolves disputes that may arise among member states, ensuring adherence to WTO principles and regulations.

As chair of the DSB, Al-Moqbel will oversee the establishment of dispute settlement panels, arbitration proceedings, and the implementation of recommendations and rulings. He will also have the authority to authorize the suspension of concessions in cases of non-compliance.

Additionally, Al-Moqbel is set to assume the presidency of the WTO’s General Council for the term 2025-2026. The General Council serves as the highest decision-making body of the WTO, convening regularly in Geneva to execute the organization’s functions and represent member governments’ interests.

This historic appointment marks the first instance of an Arab permanent representative to the WTO holding either of these prestigious positions. It underscores Saudi Arabia’s proactive engagement and influential role within the WTO, as evidenced by its leadership in coordinating the Arab Group and heading various committees.

Recently, Saudi Arabia chaired the preparatory meeting of Arab trade ministers, a testament to its pivotal role in regional and global trade affairs. The meeting, chaired by Saudi Minister of Commerce Majid Al-Qasabi, highlighted the Kingdom’s proactive stance in advancing Arab trade interests on the international stage.

Saudi Arabia’s presidency of the meeting reflects its distinguished position as a trailblazer in global trade diplomacy, reaffirming its commitment to fostering collaboration and cooperation within the WTO and beyond.
