The Ministry of Commerce has taken stringent action against Saudi-based firm Mkhdoom Logistics Services, blacklisting it due to its submission of false information and documents, as well as the violation of contractual obligations and procurement laws in relation to the import of urea fertilizer.
The Public Procurement Regulatory Authority (PPRA) officially disclosed the suspension on its website, outlining that Mkhdoom Logistics Services has been placed under a temporary ban from September 1, 2023, until August 1, 2026. This decision was made as a consequence of the company’s submission of fabricated information and documents and its failure to adhere to contractual terms and procurement regulations.
According to reliable sources, the Trading Corporation of Pakistan initially identified Mkhdoom Logistics Services as the lowest bidder, offering a rate of $520 per metric ton (MT) for the import of 300,000 MT of urea fertilizer.
In response to the company’s competitive bid, the Ministry of Commerce sought approval from the Economic Coordination Committee (ECC) to proceed with the lowest offer provided by Mkhdoom Logistics Services. The ECC granted the Trading Corporation of Pakistan the authorization to proceed with the contractual arrangement.
However, the company’s subsequent actions did not align with the agreed terms. Mkhdoom Logistics Services failed to confirm any cargo within the stipulated timeframe, leading the Trading Corporation of Pakistan to nullify the contract upon the expiration of the first shipment window on November 19, 2022.
