Pakistan Customs has introduced a new protocol to streamline the export certification process and facilitate international trade.
The Collectorate of Customs Exports (CCE) has introduced the new protocol following the implementation of the “Batch Feeding Module” under the WeBOC system and the closure of One Customs.
The objective of the protocol is to facilitate the clearance of specific types of export goods, such as re-exports of consignments imported through One Customs, exports related to the Pakistan Atomic Energy Commission and Defence Stores, and exports of bulk cargo for which the WeBOC Module has not yet been implemented.
This new protocol also applies to frustrated cargo, cross-stuffing of commodities in containers, and cargo exported pursuant to Section 22A of the Customs Act of 1969. In such situations, submitting a Goods Declaration (GD) via the Batch Feeding Module requires the collector’s approval.
In order to facilitate the implementation of this new protocol, the CCE has established a central Batch Feeding Cell. The Batch Feeding Officer will manually document the details of GDs filed under the Batch Feeding Module and maintain a Central Batch Feeding Register.
The exporter or their authorised clearing agent must submit an application to the relevant AC/DC (Shed) with the exporter’s NTN, financial instrument details, products details, destination, and reasons for allowing GD under the Batch Feeding Module. The AC/DC (Shed) will examine the details of the GD and validate the financial instruments using the WeBOC module “Form E Verification Officer-One Customs.”
After the AC/DC grants permission, the exporter or their authorised clearance agent must submit a manual GD (five copies) and all necessary documents to the Export Section of the relevant office. After scrutinising the cargo, the assessing officer will review the examination report, verify the details, and send representative samples to the customs house lab or any other lab as necessary. In a distinct file, violations will be processed for any misdeclarations.
This new protocol takes effect immediately and remains in effect until further notice. The objective of this action is to expedite the export clearance procedure and ensure efficient operations.
